 Subject: Exporting from ProResHD to SD

Stats: Macbook / 10.68 / FCP 7 / Panasonic GH2 DSLR Footage 1080i- 1920x1080 @ 24fps. Transcoding from Anusoft Video Converter MTS to MOV. Current sequence settings using ProRes HD.

Symptom: When I shoot at 24fps, there are times when bringing it into Final Cut Pro, the footage looks a little choppy. (i.e. Panning left to right seems to studder a little bit).

Goal: To successful export from Apple ProRes HD to SD,DVD, etc without the halt/skip motion.

Question:
#1) Should I set the sequence to 24fps? and if so, do I also EXPORT it's final output as 24fps as well?
#2) Is there a special instruction I need to do when Sending it over to DVD Studio Pro for mixdown so it won't get the studdering look?
#3) Am I supposed to change the frame to 29.97 at all?
#4) Is this even a FPS issue?
