if you can use the FX builder then you will be one of 5 people in the world who know how to use that dang thing. You can make big bucks by selling us your filters. No, you can't use Premiere effects

That level meter is no good unlwess capturing from analog source using a capture card that supports it. No level meter in FCP, unless you open the audio in the timeline and look at the waveform.
